Q: What Is the Consumer Directed Personal Assistance Program? 

A: The CDPAP Agency, or Consumer Directed Personal Assistance Program, is a New York State Medicaid initiative that allows consumers to choose and hire their own direct care workers. This includes friends and family members (as long as they are not the patient's spouse). Which means…. 

Q: How Does CDPAP Work in New York? 

A: No one can take care of you like family or close friends. For them, your health is more than just a job. Of course, you don't want to be a burden on your loved ones. This is where the CDPAP comes in. After you register, the chosen direct care worker will be paid to take care of you.

You must use a fiscal intermediary to ensure that the direct care worker you have chosen is paid. Axzons Homecare is the state's primary fiscal intermediary and will guide you through the process. 

Q: Am I eligible for CDPAP? 

A: Three important criteria must be met to be eligible:

 1. You must have Medicaid. 

2. You must need home health care.

 3. You must be independent or you must have a representative who can direct your care.

As noted above, Consumer Directed Personal Assistance Program (CDPAP) is a Medicaid program, which means there is no additional cost to the home care service recipient. Once the person applies for a CDPAP direct care worker, all they need is to be on Medicaid and prove that they need home care, which is decided by their MCO based on the doctor's visit. a nurse and her doctor's documentation.

Q: Who can be my direct care worker on CDPAP? 

Consumers can hire almost anyone legally authorized to work as a direct care worker, including most family members and friends. These direct care workers can then be paid to care for family members or friends. However, there are some exceptions. Please continue reading to find out if the direct care worker can live at the same address and hire a family direct care worker of your choice. 

Q: Can a direct care worker live at the same address as the consumer? 

Excellent question. The short answer is, it depends. Government policy states that "a consumer-directed personal assistant may include any other adult relative of the consumer who does not reside with the consumer or any other adult relative who resides with the consumer because the amount of care the consumer needs makes this parent presence necessary”.

Q: Can children be paid to look after their parents? 

A: Yes. Parents can hire their children as paid family carers. 

Q: Can spouses be paid to care for each other? 

A: No. Spouses cannot engage as paid family direct care workers. Is any part of New York State not included in the CDPAP program? All sixty-two counties in the state of New York are included in the CDPAP program so Medicaid patients state-wide can access services.
